As we’ve reported several times before, the residents of

Stopgate Lane


Sidings Lane

have more than their fair share of disturbances to put up with.  By sticking together and being persistent with the Council, they’ve managed to win some victories in their struggle for the right to live without noise and other pollution.   

Most recently, their actions led a firm on the industrial to be prosecuted for breach of the Environmental Protection Act and there have been some improvements to their compliance with planning conditions. 

It came as a shock to residents in early July to receive a letter from a senior council officer informing them that no further action could be taken in respect of their current concerns.   

This is in the same month that the Council adopted its noise Management Policy which states unequivocally in its introduction that ‘West Lancashire District Council has a duty to investigate noise complaints.’ 

In our view this is an unacceptable abrogation of the Council’s duties to its residents.   

Fundamentally, it would appear that the relevant Council sections (especially Environmental Health and Planning Enforcement are chronically under-resourced and are not able to fulfil their duties properly.  Paul will be pursuing the matter.
